Right to buy tenant complains of noise nuisance from adjoining flat due either to disrepair (council’s responsibility) or design failure (not council’s responsibility).

Council decline referral to CFJ. Tenant willing if case referred to pay for any remedial work carried out by council. Cost to council would have been £1,000 with relationships fully restored.

Tenant left increasingly angry and depressed by refusal and now seeking ways to pursue claim through media or legal means. Issue unlikely to be resolved but certain to lead to further acrimony, reputational damage, costs and loss of staff time.
